PPI Special Secretary makes technical visit to the Organized Port of Santos, in São Paulo

The Special Secretary of the Investment Partnerships Program (PPI), Martha Seillier, and the Program Director of the PPI Secretariat for Partnerships in Transportation, Ana Luiza Salles, visited this Thursday (11/5) the Organized Port of Santos, in São Paulo.

The asset was qualified in the PPI portfolio for privatization studies through Decree No. 10,138 / 2019, and is the largest port complex in Latin America, accounting for the movement of about 30% of Brazilian trade. Despite the crisis caused by the Covid-19 pandemic, the Organized Port of Santos broke a historical record of movement in seven months of 2020.

Studies for privatization began in September. They are aimed at modernizing port management, attracting investment and improving the sector's operation. The bidding is scheduled for the first half of 2022.

“The Port of Santos makes an impression with the diversity of its operations, the amount of transactions and opportunities. The studies for its privatization have already been contracted. In this field of ports privatization, we have already carried out a port terminal auction in 2020, we will have the two largest auctions for fuel terminals next year and there are many similar projects to be qualified in the PPI portfolio”, pointed out Martha.

During the visit, the PPI Special Secretary met with representatives of the Santos Port Authority (SPA): SPA President Fernando Biral; the director of Business Development and Regulation, Bruno Stupello; the Operations Director, Marcelo Ribeiro; Infrastructure Director, Afrânio Moreira; and the Business Director's advisor, Ana Teresa Magalhães.

Fuel terminals

In addition to the privatization of the Porto of Santos, two liquid bulk terminals qualified in the PPI (STS08 and STS08A) are to be tendered in the first half of 2021. They are considered to be the largest port leasing projects ever auctioned, with investments estimated at BRL 1.4 billion. PPI, together with the Ministry of Infrastructure, the National Waterways Regulatory Agency (ANTAQ), the Brazilian Logistics Company (EPL) and the Santos Port Authority (SPA), conducted a roadshow on the terminals between October 13 and 16.

The area called STS08 has 139,319m² and is intended for the storage and distribution of liquid bulk, especially fuel. The contractual term will be 25 years and the planned investments total BRL 209.6 million. The area called STS08A has 305,688m² and is intended for the handling and storage of liquid and gaseous bulk. Investments to be made in the terminal total BRL 1.196 billion over the 25 years of the contract.
