Project Summary

The project is about the viability of the Angra 3 Thermo-Nuclear Plant (UTN). The enterprise has progress of 62.5% of total works and, for its entry into operation, it is necessary to invest approximately R$ 15 billions.
 
The Operador Nacional do Sistema Elétrico (ONS), the national electric system operator, points out that, from the electrical point of view, Angra 3 brings the following benefits related to the electrical performance of the Basic Grid, especially in relation to the supply of the Rio de Janeiro / Espírito Santo States area:
 
a) it will allow to maintain the quality of the supply in situations of stop for recharge or maintenance of the Angra 1 and Angra 2 thermonuclear plants;
 
b) it will increase transmission limits for the area, reducing the need for the use of Special Protection Systems (SEPs);

c) it will improve the voltage profile in the 500 kV, 400 kV and 345 kV meshes of the Southeast Region, due to the redistribution of flow through the local service to the load center.

In addition, it was highlighted by ONS the availability of approximately 90% of its energy capacity of 1,405 MW, which supplies the need for about five million homes and adds 7.2% in the maximum storable energy of the System. Another relevant point is its proximity to consumer centers. As the Plant will make its energy available directly in the Southeast / Center-West Subsystem (SE / CO), which has the highest load in the country, it will help to avoid congestion in interconnections between subsystems.

Through the follow-up of the Interministerial Committee criated by Decree number 9,915, of July 16th 2019, compounded of representatives of the Ministry of Mines and Energy, the Ministry of Economy, the Special Secretariat of the Investment Partnerships Program and the Institutional Security Office, both of the Presidency of the Republic, it will be studied the legal and operational models that have the potential to enable the completion of the enterprise. Having the PPI Council deliberated about the most appropriate model, steps will be taken to make feasible the implementation of the Plant.
  • Project Current Situation

    The project was proposed to be included in the PPI portfolio by the Resolution nº 53 of May 8, 2019, of the PPI Council.

     

    The meetings of the Interministerial Committee started on August 12th 2019 and the discussions are in progress.
