Project Summary

Auction of terminal for importantion and exportation of vehicles in the Port of Paranaguá, in the State of Paraná.

The lease of the PAR 12 Terminal, in the Port of Paranaguá/PR, was qualified in the Investment Partnerships Program (PPI) during the 2nd Meeting of the PPI Council, held on March 7th, 2017. Upon integration of a program, in the form of leasing, the process involved partner agencies and institutions such as: National Agency for Waterway Transportation (ANTAQ), Ministry of Transport, Ports and Civil Aviation (MTPA), Brazilian Enterprise for Planning and Logistics (EPL). Among which, MTPA stands out, acting as the granting authority.

The project covers the construction and operation of a port terminal for general cargo transportation (vehicles and their parts) in the Port of Paranaguá (PAR 12). The area in which the lease will be installed is characterized as greenfield of approximately 170.2 thousand m², located at the back of the Container Terminal of Paranaguá (TCP) - in an area adjacent to the terminal leased to Volkswagen.

The Port Administration statistics of Paranaguá and Antoniana (APPA), on port operations, have reflected the crisis which the automotive sector is facing. The operation decreased from 230 thousand units in 2010 (peak of the sector) to 82 thousand units in 2015. However, based on analyzes of demand and capacity for the Port, some alternatives of infrastructure expansion were identified as necessary to overcome the operation deficits of cargos such as vehicles.

In Brazil, vehicles are transported in their entirety as general cargo. In 2014, the operation happened only in deep sea (both import and export). However, it is estimated that the movement of vehicles by cabotage will reach the level of 179 thousand tons at the end of the period (2042). With regard to importing countries, Argentina and Mexico are the main consumers of vehicles produced in Brazil - responsible for 59% and 10% of Brazilian exports, respectively. The state of São Paulo is responsible for 45% of exported vehicles, followed by Minas Gerais (14%), Paraná (11%) and Rio de Janeiro (11%).

The proposed project will raise the level of service in the port of Paranaguá to the general cargo segment. The work will involve greater movement of cargoes, creating at least 40 direct jobs. In this context, it is clear that the project has high priority in the governmental agenda. Among the challenges that justify the partnership between the sectors, and the need to offer more legal security and predictability to private initiative stands out. This will stimulate investments, expand terminals, as well as improve the operational efficiency and competitiveness of national ports.

It will be necessary to invest BRL 72 million in pavement of the area and to support buildings. These investments must guarantee a dynamic capacity of 300 thousand units/year. The work will bring greater movement of cargo to the Port.

    Feasibility studies have been completed.

    ANTAQ concluded the public consultation on July 24, 2017. More information can be found on ANTAQ's official website.

    The project was approved by the Federal Auditing Court (plenary session on 24/01/2018). The Judgment 122/2018 was published on the Official Journal on 02/06/2018.
