Teresina city government signs agreement with FEP-CAIXA fund to structure a concession project on rainwater drainage services

The government of Teresina city, state of Piauí’s capital, signed on 8/5 a contract with the FEP-CAIXA (Federal Fund for structuring Concessions and PPPs initiatives, administered by Caixa Econômica Federal), to carry out studies to structure the first municipal project for concession of rainwater drainage services in Brazil.
 
The contract signing ceremony was attended by the mayor of Teresina, Firmino da Silveira Soares Filho, the PPI Special Secretary, Martha Seillier, and the National Manager of the Government Funds Superintendence of the Caixa Econômica Federal, Cíntia Teixeira.

In line with the provisions of the city's Urban Drainage Master Plan, the studies will detail and seek ways to enable the construction of flood protection structures in the central part of the city (which is located between the Parnaíba and Poti Rivers); in the PD12 microbasins, which serve the districts of Vermelha, Nossa Senhora das Graças and Monte Castelo; and in the PD14 microbasins, which serve the neighborhoods of Jóquei Clube, Horto and Nossa Senhora de Fátima.

Flood solutions

The studies aim to investigate technical and economic alternatives to make it feasible the construction of dykes on the right and left banks of the Poti River, among other works. 
 
The Federal Government will invest BRL 3.8 million on the initiative (studies and tecnhnical suppport) so that the city may delegate to the private sector the necessary investments to solve the problem. The assessments are expected to be completed in 2021.

The private partner will be responsible for operating and maintaining the structures built for a period of up to 35 years, ensuring its full functionality. 

Successful model

Teresina City Hall has already made successful concessions in the areas of water supply, wastewater treatment, public lighting and solid urban waste management.

Using this model in the area of urban drainage, the government seeks to create conditions to prevent the occurrence of floods, mitigate the effects of climate change on the city and promote the recovery of economic activity.

This is one of the pilot projects financed by the FEP, which innovates by promoting the structuring of solutions for urban drainage and provides Brazilian municipalities with a new tool to face the problems of flooding, which plague urban centers on a recurring basis, causing human and material losses.
