TCU approves studies of airports in the 5th Round

The Brazilian Federal Court of Accounts (TCU) approved, on October 24th, studies for the concession of the Block of 12 qualified airports in the Investment Partnerships Program (PPI) of the Federal Government. The projects are part of the 5th Round of Airport Concessions and were included in the Program by the 3rd Meeting of the Council. They are divided into three Blocks: Northeast, Midwest and Southeast.

The bid notice will be published by the National Civil Aviation Agency (ANAC) later this year. The public sale is scheduled for the first quarter of 2019. Resolution 51 of the PPI, which approves airports concessions, was published in the Official Gazette (portuguese only).

Advances – The concessions program in the airport sector aims to provide investments with quality and efficiency. Improvements in the provision of services have been noticed since the first Round of airport concessions, in 2011, which offered significant investments in the main airports of the Brazilian network – benefiting the entire air network and reducing indices of delays and cancellations to higher standards than the international references.

Under the managerial perspective, private operation brings many benefits, since the airport sector is very dynamic and intensive in the provision of services, incorporating, in a permanent way, new practices and technologies.

The institutions involved in the process of granting airports to the private sector are ANAC and the Ministry of Transport, Ports and Civil Aviation (MTPA) – grantor and responsible for the elaboration of sectorial policy and for the conduction and approval of studies.

Analyzes indicated the possibility of granting in blocks, from ratings of the market and economic-financial assessments, according to the arrangement shown below:

Airports: Vitória and Macaé:
Handling: 3.2 million passengers / year (2017)
Estimated investments: R$ 630 million

Airports: Alta Floresta, Sinop, Várzea Grande and Rondonópolis:
Handling: 3.3 million passengers / year (2017)
Estimated investments: R$ 763 million

Airports: Juazeiro do Norte, Campina Grande, João Pessoa, Recife, Maceió, Aracaju:
Handling: 13.2 million passengers / year (2017)
Estimated investments: R $ 2.14 billion
