Project Summary

According to data from the International Energy Agency, in 2013, Brazil ranked 9th in the world in non-conventional gas reserves (resources whose exploitation depends on more modern technologies, such as hydraulic fracturing). Despite the great potential for the exploitation of these resources in our country - with consequent generation of jobs and income -, it has not yet been possible to quantify and qualify these reserves.

In order to overcome this gap, the National Energy Policy Council (CNPE) established the Oil and Natural Gas Exploration and Production Policy "to maximize the recovery of in situ resources in the reservoirs, the quantification of the national oil potential and the intensification of exploratory activities in the country, as well as promoting the adequate monetization of existing reserves, safeguarding national interests "(Resolution CNPE No. 17/2017).

Aware of the need to give wide publicity about this process to Brazilian society, the Federal Government conceived the project “Support for environmental licensing of the implementation of the Transparent Well Project in a low permeability reservoir”.The objective is to give credibility and sustainability to the process, by expanding knowledge about hydraulic fracturing techniques and helping disseminate information (geological, environmental, technical) on the progress of projects for the exploitation and production of unconventional natural gas through of this technology.

The Federal Government believes that the exploitation, development and production of non-conventional gas resources are fundamental for the diversification in supply and the consequent reduction in the price of natural gas, which represents an important input for the industrial sector and is essential for Brazil's economic development. At the same time, it wants to conduct this process with maximum transparency and dialogue with the population.
