The early extension of Rumo Malha Paulista’s concession agreement was qualified in the Investment Partnerships Program (PPI) at the 2nd Meeting of the PPI Council, on March 7th, 2017. The benefits expected from the extension of the current contract, for another 30 years, will be the obligation of investments in security and the increase of capacity, that will be agreed by the National Land Transportation Agency (ANTT).
The extension, which will end on December 31st, 2029, will also anticipate investments, which would only be made after 2030. These investments are estimated at BRL 4.72 billion.
The main transport flows arise from the North and West networks, to Santos. The main goods handled in 2016, in thousands of useful tons, were:
• corn, 5,880;
• soybean, 4,814;
• sugar, 4,033;
• soymeal, 3,029;
• iron ore, 2,159;
• diesel oil, 1,376;
• containers, 798;
• pulp, 742;
• alcohol, 664;
• manganese, 598;
• gasoline, 188.
A large part of the grant of this project, estimated at BRL 1.28 billion, could be directed towards investments of public interest, such as new investments in the network itself or in other interventions of the national rail network (cross investments). These improvements shall be the obligation of the concessionaire.
Background - FERROBAN (Ferrovias Bandeirantes S.A.) obtained the Malha Paulista concession, belonging to Rede Ferroviária Federal S.A., at the public sale held on 11/10/1998. The granting of this concession took effect by the Presidential Decree of 12/22/98, published in the Official Gazette of the Union on December 23rd, 1998. The company started operating the services on 01/01/1999. Deliberation No. 359/08, of 09/09/2008, approves the amendment of FERROBAN’s Bylaws that become ALL - América Latina Logística Malha Paulista SA as of 2015, after a merger with Rumo Logística, Malha was controlled by Rumo - which also holds the concessions of Rumo Malha Oeste, Rumo Malha Norte and Rumo Malha Sul.
The National Land Transportation Agency (ANTT), the Ministry of Infrastructure and the company Rumo signed on May 27, 2020 the amendment to the concession contract of Malha Paulista providing for its early extension.
