Project Summary

The project foresees the Federal Government’s first Public-Private Partnership (PPP) of the Investment Partnerships Program (PPI). The goal is to delegate to the private partner the responsibilities of designing, installing, updating, expanding, operating, managing and maintaining a communications infrastructure, the control and management of the Aeronautical Command (COMAER). The PPP will be of the administrative-concession type, as provided in § 2nd of Article 2nd of Act 11,079 of 2004.

The purpose of the proposal is to hire a Specific Purpose Company (SPE) to provide the Integrated Network Management service at a national level, with remuneration based on its performance. The model applied, which will be for a period of 25 years, is based on similar projects such as the European Organization for the Safety of Air Navigation (Eurocontrol) and the United States Federal Aviation Administration (FAA) which are worldwide representative initiatives.

This partnership will replace 68 currently existing contracts and provides for a maximum annual consideration of the Federal Government in the amount of R$ 210,83 million reais ( july/2019) to be paid through air navigation tariffs, which are:

• Tariff for the Use of Communications and In-Route Air Navigation Assistance (TAN);
• Tariff for the Use of Communications and Air Navigation Radio-Assistance in the Approach Control Area (TAT/APP).

These tariffs represented, according to studies developed for the partnership, approximately 8% of the resources allocated to the Brazilian Airspace Control System - responsible for controlling 22 million km2. This area is under the responsibility of Brazil, which includes the entire national territory and the exclusive economic zone of 10 million km2 over the Atlantic Ocean.

The value of the contract (july/2019) is R$ 5,27 billion and the investment is approximately R$ 1.54 billion. Operating costs amount to a total of R$ 2.24 billion.

 

 

  • Project Current Situation

    The public consultation ended on 08/31/2017. Public consultation concluded in November, 29, 2017. 

    Opened on 10/25/2017 (DOU no. 205, section 3, page 16), public call for the purpose of verifying the interest of the insurance and financial market in breaking guarantee system, in order to ensure receipt by the partner private of the public payments, during the term of validity of the Partnership Contract, whose object is the Management of COMAER Integrated Communications Network (GRCIC).

    The deadline for expressing interest was November, 09 2017 at 5:00 p.m. (Brazilian summer time). The expression in November, 9 2017 was concluded,  without interested. 

    The CPPI approved the public notice in August 30, 2018 (Resolução CPPI nº 48/2018)
