Lowest Annual Allowed Revenue (RAP)
The public sale of the 11 transmission line lots (No. 2/2017), a qualified project at the 3rd Meeting of the PPI Council, on August 23, 2017, was held by the National Electric Energy Agency (ANEEL) and will generate approximately R$ 8.7 billion in investments.
They consist of 10,416 mega-volt-amperes (MVA) of installation capacity expansion and 4,919 km of transmission lines, which are distributed in the following states:
Northern Region: Pará and Tocantins;
Northeastern Region: Bahia, Piauí, Ceará, Rio Grande do Norte, Pernambuco and Paraíba;
Southeastern Region: Minas Gerais;
Southern Region: Paraná.
The public sale aims to grant a public electric power transmission service, including the construction, assembly, operation and maintenance of transmission installations. The company that offers the lowest Permitted Annual Revenue (RAP) will be declared the winner, for the provision of the public transmission service for each of the lots.
From an economic point of view, the winning companies will receive the Permitted Annual Revenue from the commercial operation of the ventures. The deadlines for the execution of the works vary from 36 to 60 months. The RAP to which the winner will be entitled corresponds to the value of the winning bid and will be subject to adjustments and reviews (as established in the concession agreement).
This concession is aligned with the sectoral guidelines contained in the expansion planning of the National Interconnected System (SIN), in order to maintain adequate service to the country's electric power market. The National System Operator (ONS) and the Energy Research Company (EPE), which in compliance with their respective legal responsibilities, issue the Plan for the Expansion and Reinforcement in the Basic Grid and Planning Studies of the Expansion of Transmission Systems - both submitted to the sectorial planning of the Ministry of Mines and Energy (MME).
