Permanent Offer of Marginal Accumulations
The National Energy Policy Council (CNPE), through CNPE Resolution 10/2017, published in the Official Gazette of the 5/24/17, authorized ANP to sell through tender areas returned to the Union, containing marginal accumulations of oil and natural gas, through the Permanent Offer of marginal fields.
It is the bidding process of inactive areas with marginal accumulations, returned by larger operators that are no longer interested in production in these places.
The Permanent Offer has the following objectives:
• the attraction of investments to the oil sector;
• maintenance of the activity and expansion of knowledge about the mature sedimentary basins;
• the generation of opportunities for small and medium enterprises in the sector;
• the continuity of activities in places that play an important socioeconomic role, generating employment and income; and
• the restructuring and expansion of reserves and the Brazilian production of oil and natural gas, in line with the growing domestic demand.
The ANP held a public offering presentation session of the 1st Cycle of the Permanent Offer on September 10, 2019, in the city of Rio de Janeiro.
There were 12 areas with marginal accumulations located in the Potiguar, Sergipe-Alagoas, Recôncavo and Espírito Santo basins, totaling an area of 148.01 km².
The total bonus offered was R$ 6,981,645.86 and a minimum investment forecast is R$ 10,500,000.00.
