  • Martha Seillier

    Special Secretary of the Secretariat for Investments Partnerships Program

    Experience:  She was the Director of the Department of Regulation and Competition of Civil Aviation (DERC) at the Secretariat for Civil Aviation (SAC-PR), from 2011 to 2016, and the Coordinator of the Department of Policies of the same body in 2010. She was the first woman to ever hold the position of CEO of Infraero, in January 2018.    

    Academic background:  She holds a Master degree in Economics from University of Brasilia/UnB. She has begun her career as civil servant as Specialist in Public Policies and Government Management attending classes at the National School of Public Administration/ENAP. She also holds a bachelor degree in Economics from University of Brasilia/UnB and another in Law from Centro Universitário de Brasília/UniCEUB.

  • Bruno Westin Prado Soares Leal

    Deputy Special Secretary of the Secretariat for Investments Partnerships Program

    Experience:  Federal Auditor of Finance and Control of the National Treasury Secretariat (STN), he held the positions of Director in the Special Secretariat for Privatization, Divestment and Markets of the Ministry of Economy and of Deputy Secretary of State for Finance of Minas Gerais in 2015. He was a member of the CEMIG's Board of Directors in the years 2015 and 2016. He also served as Budget Director at SEST / SEDDM / ME in 2019.

    Academic background:  He holds a Bachelor degree in Economic Sciences from the Federal University of Minas Gerais (UFMG) and a Master degree in Economic Theory from the University of São Paulo (USP).

  • Thiago Costa Monteiro Caldeira

    Secretary of Transportation Coordination

    Experience:  He became a civil servant after passing a national examination for Legislative Consultant in the Brazilian Chamber of Deputies. From 2013 to 2017 he was the Coordinator-General on Regulatory Policies in the Secretary for Civil Aviation, when he focused his job in airport concession structuring and in policies for promoting the air transportation market. From 2007 to 2012 he pursued a career in public services regulation in the Energy Regulation Agency (ANEEL), where he mainly dealt with economic regulation in concession contracts of power distribution and transmission. 

    Academic background:  He holds a Bachelor degree in Economics and a Bachelor degree in Law and a Master degree in Regulation and Business Management from Universidade de Brasilia (Brasilia University – UnB). He also currently attends PHD classes in Economics in Universidade Católica de Brasília (Brasilia Catholic University)

  • Rose Mirian Hofmann

    Secretary of Support for Environmental Licensing and Expropriation

    Experience:  Legislative Consultant to the Chamber of Deputies since 2015, working in the area of ​​environment and environmental law, territorial organization, urban and regional development. She has also held the position of Environmental Licensing Director at the Brazilian Institute of the Environment and Renewable Natural Resources (Ibama), was a Regulation Specialist at the National Waterway Transport Agency (Antaq) and an environmental analyst at Ibama and Companhia Paranaense de Energia (Copel).  

    Academic background:  Technologist in Environmental Chemistry at the Federal Center for Technological Education of Paraná (Cefet / PR); specialist in Environmental Management and Engineering from the Federal University of Paraná (UFPR / Institute of Engineering of Paraná - IEP); specialist in Regulation of Public Services by Fundação Getúlio Vargas (FGV) and master's student in Legislative Power.

  • Wesley Callegari Cardia

    Secretary of Promotion and Support for Partnerships of Federative Entities

    Experience:  Shareholder/Director of Maestro Marketing since 1991. Director of Aspen Capital, mergers and acquisitions company (2011-2018). CEO of ISL Brazil (1999-2001). Worked in three different moments for the government of Rio Grande do Sul State: Director of International Relations - (1979-1983), Ceremonial Manager - (1983-1984) and Events Director (1995-1998). He was also Director of the midia company RBS (1984-1990) e Director of Marketing of the Soccer State Federation – RS (2004-2012). Author of the books "Sports Marketing and Sponsorship", "Sports Marketing and Arenas Management" and "Image crisis and crisis management".

  • Romário de Oliveira Batista

    Secretary of Energy, Oil, Gas and Mining

    Experience:  He was an employee of COELBA (Bahia State Power Company) for 21 years, where he held the positions of coordinator of business management (1993/1994), director of operations (1987/1988), manager of the departments of RMS distribution (1986), of bidding and hiring (1984/1985) and of coordination of the BID Project (1983), and of the technical division of Alagoinhas (1978-1981). In the Salvador City Hall, he held the positions of president of the social security institute (1989) and municipal administration secretary (1990-1992). Required by the Ministry of Mines and Energy, he held the positions of chief of staff to the executive secretary (1995) and special advisor to the minister (Jan / 96 to May / 98), during which the Restructuring of the Brazilian Electricity Sector – RESEB and the Flexibilization of Oil and Gas Monopoly were carried out, as well as the privatizations of federal distributors Escelsa and Light, of the Eletrobras subsidiary Gerasul, and several other state distributors and generators. In Jun / 98, he joined ANEEL as a superintendent for the regulation of distribution services (Jun-Aug / 98) and, later, as an advisor to the director (Sep / 1998 to Dec / 2013). As of 2014, he became chairman of the Special Bidding Committee and of the Executive Auctions Secretariat. He has been a public servant at ANEEL since Aug / 2006, as a specialist in the regulation of public energy services.  

    Academic background:  Electrical Engineer graduated at the Federal University of Uberlândia - UFU (1976) and Bachelor of Laws at the University of Brasília - UnB (2006). He has specializations in Electric Energy Regulatory Law (UnB / 2007-2008), Economía y Regulacion de los Servicios Públicos (Universidad de Barcelona, ​​Spain- 2002), Theory and Operation of a Modern National Economy (George Washington University, USA -1998) , Project Management (SUDENE / FGV-1982) and Electricity Distribution (UFPE / 1978).

  • Robson Eneas de Oliveira

    Chief Advisor to the Special Advisory Service for Investors and New Businesses

    Experience:  He is a public employee of the BNDES, where he held the functions of Coordinator, Advisor and Head of Department. He has already worked as an Analyst in Planning, Budget and Public Finance at the São Paulo State Finance Secretary, at the Universidade Estadual Paulista and in the private market.

  • Cláudia de Araújo Guimarães Kattar

    Program Director

    Experience:  She was chief of staff at the Secretariat for Coordination and Governance of State-owned Companies of the Special Secretariat for Privatization, Divestment and Markets of the Ministry of Economy. She served as chief of staff at the Executive Secretariat of the Civil Aviation Secretariat of the Presidency of the Republic, where she also served as deputy chief of staff to the minister. Coordinator in the Department of Civil Aviation Policy of the Ministry of Defense, until May 2011. She was head of the Legislative Monitoring Division in the Parliamentary Advisory of the Ministry of Transport.

    Legal Advisor

    Experience:  Federal Public Attorney, focused on infrastructure and strategic affairs, Administrative, Corporate and Tax Law. Lawyer with focus on Administrative, Corporate and Tax Law. Former Coordinator in Chief of the Finalistic and Strategic Group within Mato Grosso’s Federal Attorney Office. Former Deputy Assistant-Chief for Infrastructure of the Sub-division for Legal Affairs within the Presidency of the Republic (Casa Civil).

  • Bertha Gadelha

    International Advisor

    Experience:  Bertha Gadelha has pursued a diplomatic career since 2006 and is currently seconded to the Presidency of the Republic since returning from her last mission abroad, at the Brazilian Embassy in Bogotá, in February 2019. She has comprehensive knowledge  in trade and investment attraction, which has been achieved after working at the Trade Promotion Department in the Ministry of Foreign Affairs from 2006 to 2010. She has been the head of the Trade Promotion and Investments sections at the Brazilian Embassies in Paris and Bogotá. Moreover, while posted in Paris, Bertha Gadelha has been liaison officer with the OECD. Before joining the diplomatic career, she was intelligence officer at the Brazilian Intelligence Agency, between 2005 and 2006.  

    Academic background:  She holds a degree in Social Communications – Advertising & Marketing – from the University of Brasilia (UnB) and an MBA Lato Sensu in Foreign Trade and Exchange Rate related Negotiations from Fundação Getulio Vargas (FGV). She has also attended the full 2-year program at Instituto Rio Branco, the Brazilian Diplomatic Academy.

  • Renata Freire Martins

    Special Advisor

    Experience:  She has been a servant of the National Electric Energy Agency - ANEEL since 2006. Within the Agency, she worked in four superintendencies. In the Superintendence of Sectorial Administrative Mediation and Public Participation, she worked in the Operational Service Group (2006-2009) and in the Consumer Councils (2009-2012). From 2012 to April 2019, she hold the position of parliamentary advisor in the Communication and Institutional Relations Superintendence. In April 2019, she was transferred to the Superintendence of Concessions and Generation Authorizations.

    Experience:  Lawyer with experience in Administrative, Regulatory and Customs Law. She also worked as a legal consultant in an office specialized in projects for the port sector.

  • Manoel Renato Machado Filho

    Program Director of the Secretariat for the Promotion and Support of Partnerships of Federative Entities

    Experience:  Member of the Public Policy and Government Management Specialist career at the Ministry of Economy. Federal Civil Servant since 1990. Geologist and Sanitary Engineer working at the National Health Foundation and Ministries of Health, Cities and Planning, holding positions as Director of Social and Urban Infrastructure (MPDG), Director of the Department of Development and Technical Cooperation (former Ministry of Cities); Deputy Director of Public Health Engineering (FUNASA); National Project Manager for the National Health Card Initiative (MS); General Coordinator of Sanitation Projects and Health Buildings (FUNASA). Member of the FGTS Curator Council between 2016 and 2018, representing the former Ministry of Planning, Development and Management.   • Marcel Olivi Gonzaga Barbosa

    Program Director of the Secretary of Promotion and Support for Partnerships of Federative Entities

    Experience:  Career Infrastructure Analyst at the Ministry of Economy, where he held the positions of Coordinator at the Planning Secretariat; General Coordinator, Program Director and Director of the Department of Social and Urban Infrastructure at the Secretariat for Infrastructure Development. He coordinated the "Minha Casa Minha Vida" Program and the federal investments in Sanitation, Mobility, Prevention in Risk Areas, Water Infrastructure (like the São Francisco River Integration Project), Irrigation, Education (Nurseries and Sports Courts), Health (Emergency Care Units and Basic Health Unities), Tourism and Sports. He also represented the Ministry of Economy in the FGTS Council; in the Management Council for the National Dissemination Strategy of the “Building Information Modeling”; in the Council of Cities; and in the Monitoring Group of the National System of Research on Costs and Indices of Civil Construction - SINAPI.   • André Arantes Luciano

    Program Director of the Secretary of Promotion and Support for Partnerships of Federative Entities

    Experience:  Engineer with experience in the private sector and in district and federal public agencies. Federal civil servant since 2004, in the career of Planning and Budget Analyst at the Ministry of Economy. Working with government planning in economic infrastructure, he held several positions of direction, leadership and advice in the Ministry of Planning, Development and Management, acting as Program Director of the Secretary of Promotion and Support for Partnerships (2017 and 2018). Member of the Development Committee of the Brazilian Nuclear Program (CDPNB) from 2016 to 2017; of the Council of the Support Fund for the Structuring and Development of Public-Private Concession and Partnership Projects (2018 to 2019); of the Council Directors of Eletrobras CGTEE (2019) and of CGT Eletrosul (2020).
