Energy Sector: learn more about the public sale of the 11 batches of transmission lines

11 batches of transmission lines

The public sale of the 11 batches of transmission lines (No. 2/2017), a qualified project at the 3rd Meeting of the PPI Council, on August 23, 2017, will be carried out by the National Electricity Agency (ANEEL) and will generate more than R$ 8 billion in investments. The public session is scheduled for 12/15/17 in São Paulo. The public sale aims to provide public electricity transmission service, including the construction, assembly, operation and maintenance of transmission facilities. The company that offers the lowest Annual Allowable Revenue (RAP) will be declared the winner, for the provision of the public transmission service for each of the batches.

There are 10,416 mega-volt-amperes (MVA) capacity expansion facilities and 4,792 km of transmission lines, which are distributed in the following states:

  • North Region: Pará and Tocantins;
  • Northeast Region: Bahia, Piauí, Ceará, Rio Grande do Norte, Pernambuco and Paraíba;
  • Southeast Region: Minas Gerais;
  • South Region: Paraná.

This concession is aligned with the sectorial guidelines contained in the expansion planning of the National Interconnected System (SIN), in order to maintain adequate service to the country's electricity market. The National System Operator (ONS) and the Energy Research Company (EPE), which, in compliance with their respective legal responsibilities, issue the Plan for Expansion and Reinforcement in the Basic Network and Planning Studies on the Expansion of Transmission Systems - both submitted to the Ministry of Mines and Energy (MME).

The studies prior to the bidding process in the Energy Research Company (EPE) reports* took into consideration technical-economic, socio-environmental, preliminary and engineering definitions. Thus, the implementation of these projects is in accordance with the planning solutions for the expansion, in order to maintain the reliability and the guarantee that the electric energy demand will be met.

Reports R1, R2, R3 and R4 refer respectively to: Report R1 - preliminary technical and economic and socio-environmental studies, including selection of the transmission corridor(s); R2 Report - engineering detail of the reference alternative; Report R3 - characterization and socio-environmental analysis of the corridor selected for the project, and proposal of the preliminary route guideline for the future line(s); Report R4 - engineering definition of the integration between the new work and the existing transmission facilities.
