Brazil’s Development Bank announces bidding notice to structure projects in sanitation


The Brazilian Development Bank (BNDES) launched six bidding notices in order to contract specialized technical services in structuring private participation projects, involving the provision of water supply and sewage services in the states of Amapá, Alagoas, Maranhão, Pará, Pernambuco and Sergipe.

This is the first bidding batch of the 18 states that have showed interest in the country's national sanitation program participating in the state sanitation program designed by BNDES and added to the Government's Investment Partnerships Program (PPI). The contracted studies will indicate the states the proposal of modeling of private participation in the rendering services which may be in the form of concession, sub-concession, public-private partnership (PPP) or asset disposal and others.

The publication of the first bidding documents is a relevant step in the PPI program for the sanitation sector, which aims to attract new investments to the sector. "We are taking an important step to change the unacceptable Brazil's sanitation framework, which has such negative impacts in health and welfare of brazilian population," says BNDES president Maria Silvia Bastos Marques.

The bids for the sanitation studies will be carried out by electronic auction system and for the lower price, through the Government Procurement website, in the month of March in three different days. The trading sessions for Amapá and Alagoas will happen on the 15th, on the 17th for Maranhão and Pará and on the 21st in Pernambuco and Sergipe.

Only  the 20 consortia of consultants who submitted required documentation by January 23 and were qualified in the technical prequalification process opened by the Bank, according to notice of deadline published for this bidding process, may participate in the auction.

Bidding documents detail the scope of studies to be carried out by the consultants. The period for the execution of the studies is estimated in six to eight months. The analysis of the modeling proposals will be evaluated jointly by the BNDES and by the respective state; The studies will also be presented to the municipalities covered by the project, in order to ensure a dialogue with all the actors involved in the process.

Next states - The next states that will have bidding notices for studies will be Paraíba, Rio Grande do Norte, Acre, Ceará and Santa Catarina. BNDES issued a notice informing the beginning of the five new bidding processes. The deadline for consortia consultants to apply for prequalification to these projects, presenting all the necessary documentation for the qualification, is March 8th. The 20 consortia already qualified do not need to submit new documentation and are already able to participate in the auctions to happen.
