Project Summary

It is the concession for expansion, maintenance and exploration of 13 Brazilian airports. These being:

Airport Eurico de Aguiar Salles, in the Municipality of Vitória (ES);
Airport de Macaé, in the Municipality of Macaé (RJ);
Airport Gilberto Freyre, in the Municipality of Recife (PE);
Airport Orlando Bezerra de Menezes, in the Municipality of Juazeiro do Norte (CE);
Airport Presidente Castro Pinto, in the Municipality of João Pessoa - Bayeux (PB);
Airport Presidente João Suassuna, in the Municipality of Campina Grande (PB);
Airport Santa Maria, in the Municipality of Aracaju (SE);
Airport Zumbi dos Palmares, in the Municipality of Maceió - Rio Largo (AL);
Airport Internacional Marechal Rondon, in the Municipality of Várzea Grande (MT);
Airport de Rondonópolis, in the Municipality of Rondonópolis (MT);
Airport Presidente João Batista Figueiredo, in the Municipality of Sinop (MT);
Airport Piloto Oswaldo Marques Dias, in the Municipality of Alta Floresta (MT);
Airport de Barra do Garças, in the Municipality of Barra do Garças (MT).

These airports became part of the PPI through the publication of Decree 9.180, of October 24th, 2017, after being qualified by the 3rd Meeting of the PPI Council, on August 23rd, 2017.

The concessions will be bid by players such as airport operators, financial investors and other stakeholders. The basic premise will be the requirement of investments compatible with the established service levels, which will portray the effective needs of the users over the effective term of the contract.

The objectives of the concession to the private initiative are to:

a) allow the investments, amounting to BRL 4.6 billion, necessary to improve the quality of the infrastructure;
b) optimize the provision of services;
c) exempt the State from the financial and administrative obligations arising from the operation of the terminals.

From the managerial point of view, private management brings many benefits, since the airport sector is very dynamic and intensive in providing services, incorporating, permanently, new practices and technologies.

The bodies involved in the process of concession of the airports to the private sector are the National Civil Aviation Agency (ANAC) and the Ministry of Transport, Ports and Civil Aviation (MTPA) - granting power and responsible for the development of the sectorial policy and for the conduction and approval of studies. The analyzes will indicate whether the airports will be bid together or isolated, based on market and economic-financial assessments, in order to model the best arrangement to achieve the expected benefits.

MAIN CHARACTERISTICS OF AIRPORTS LOCATED IN THE SOUTHEAST:

Vitória:

• Movement: (2016) 3.12 million passengers/year;
• Estimated investments: BRL 779.20 million.

Macaé:

• Movement: (2016) 318 thousand passengers/year;
• Possibility to serve the chain of the offshore oil industry, mainly to the platforms located along Campos Basin;
• Profit (2016): BRL 3.8 million;
• Investments in progress: BRL 57 million.

MAIN CHARACTERISTICS OF AIRPORTS LOCATED IN THE MID-WESTERN:

Alta Floresta, Sinop, Várzea Grande, Rondonópolis, Barra do Garças:

• Movement: (2016) 3.43 million passengers/year;
• Estimated investments: BRL 1.08 billion.

MAIN CHARACTERISTICS OF AIRPORTS LOCATED IN THE NORTHEAST:

Juazeiro do Norte, Campina Grande, João Pessoa, Recife, Maceió, Aracaju:

• Movement: (2016) 12.11 million passengers/year;
• Estimated investments: BRL 2.67 billion.
 

 

  • Project Current Situation

    The 5th Round of Airport Concessions, including airport blocks in the Northeast, Southeast and Midwest, is under Public Consultation, as officially declared by the National Civil Aviation Agency (ANAC) on 05/29/2018. The Agency's Board of Directors approved the opening of the Public Hearing Nº 11/2018 in order to collect suggestions from stakeholders and society on the legal documents – Bid Notice drafts and the concession Contract - for a period of 45 days.

    Besides the online consultation, the National Civil Aviation Agency (ANAC) will hold four face-to-face sessions: the first one in Vitória (15/june) and the other in Brasilia (18/june), Cuiabá (19/june) and Recife (21/june).
