The Brazilian Agency for Guarantee Funds and Guarantees S.A. (ABGF) is a federal public company that was created according with Law No. 12,712, of 2012, and Decree No. 7,976, of 2013.
Its activities are the management of the Infrastructure Guarantee Fund (FGIE), the provision of services to the Ministry of Economy related to the operationalization of the Export Guarantee Fund (FGE), the participation as a shareholder of the Diluted Funds (Guarantee Fund for Investments, FGI, Operations Guarantee Fund, FGO, and the Popular Housing Guarantee Fund, FGHab) and the management of the Rural Insurance Stability Fund (FESR).
The FGIE, created in 2012, has been used until today to guarantee one municipal operation. As for the FGE, the Agency's function would be risk monitoring, coverage management and recovery of claims. Regarding the Diluted Funds, ABGF has quotations that were transferred to it by the Federal Government as a way to capitalize the company. Finally, regarding the FESR, management presents a positive result.
Despite presenting profit at the end of the fiscal years, ABGF has recurring operating losses that are offset against financial results from the investment of funds available in its cash and FGIE. Its largest source of service income comes from the FGE, but since the second half of 2018 there has been no premium collection for new operations of this Fund and in 2019 there was no operation approved.
Given this context, the company was qualified in the PPI and included in the National Privatization Program (PND) in order to initiate the necessary procedures for its privatization.
The studies are under discussion between the teams of the Ministry of Economy and the PPI Secretariat.
