Project Summary

The project has the objective of the concession for expansion, maintenance and operation of 22 brazilian airports, distributed in 3 clusters – South, North I and Central.

The concessions program in the airport sector aims to provide investments with quality and speed. The improvement in service delivery has been noticed since the first round of airport concessions in 2011, which has led to significant investments in the main airports of the Brazilian network, benefiting the entire air network and reducing delays and cancellations to better standards than international references.

From the management point of view, private management brings many benefits, since the airport sector is very dynamic and intensive in providing services, incorporating, permanently, new practices and technologies.

As potential stakeholders, there are players such as airport operators and financial investors. The basic premise is the requirement of investments compatible with the levels of established services, which should portray the needs of users over the term of the contract.

The bodies involved in the process of concession of the airports to the private sector are the National Civil Aviation Agency (ANAC), as the granting authority, and the Ministry of Infrastructure (MINFRA), as responsible for the elaboration of sectoral policy and for conducting and approval of studies.

 

SOUTH CLUSTER

With investments for the 30-year concession initially estimated at R$ 2.9 billions*, the Southern Cluster moved in 2019 about 12.4 million passengers. The airports are:

- Curitiba International Airport - Afonso Pena, located in the Municipality of São José dos Pinhais, in the State of Paraná;

- Foz do Iguaçu International Airport - Cataratas, located in the Municipality of Foz do Iguaçu, in the State of Paraná;

- Navegantes International Airport - Minister Victor Konder, located in the Municipality of Navegantes, in the State of Santa Catarina;

- Londrina Airport - Governador José Richa, located in the Municipality of Londrina, in the State of Paraná;

- Joinville Airport - Lauro Carneiro de Loyola, located in the Municipality of Joinville, in the State of Santa Catarina;

- Bacacheri Airport, located in the Municipality of Curitiba, in the State of Paraná;

- Pelotas International Airport - João Simões Lopes Neto, located in the Municipality of Pelotas, in the State of Rio Grande do Sul;

- Uruguaiana International Airport - Rubem Berta, located in the Municipality of Uruguaiana, in the State of Rio Grande do Sul;

- Bagé International Airport - Commander Gustavo Kraemer, located in the Municipality of Bagé, in the State of Rio Grande do Sul.

 

NORTH CLUSTER I

With investments for 30 years of investment in the amount of R$ 1.6 billion*, the North Cluster in 2019 circulated about 4.6 million passengers. The airports are:

- International Airport of Manaus - Eduardo Gomes, located in the Municipality of Manaus, in the State of Amazonas;

- Porto Velho International Airport - Governador Jorge Teixeira de Oliveira, located in the Municipality of Porto Velho, in the State of Rondônia;

- Rio Branco - Plácido de Castro Airport, located in the Municipality of Rio Branco, in the State of Acre;

- Boa Vista International Airport - Brazil Cantanhede Atlas, located in the Municipality of Boa Vista, in the State of Roraima;

- Cruzeiro do Sul International Airport, located in the Municipality of Cruzeiro do Sul, in the State of Acre;

- Tabatinga International Airport, located in the Municipality of Tabatinga, in the State of Amazonas;

- Tefé Airport, located in the Municipality of Tefé, in the State of Amazonas.

 

CENTRAL CLUSTER

With investments for the 30-year concession initially estimated at R$ 2.1 billion*, the Central Cluster moved in about 7.3 million passengers in 2019. The airports are:

- Goiânia Airport - Santa Genoveva, located in the Municipality of Goiânia, in the State of Goiás;

- São Luís International Airport - Marechal Cunha Machado, located in the Municipality of São Luís, in the State of Maranhão;

- Teresina Airport - Senator Petrônio Portella, located in the Municipality of Teresina, in the State of Piauí;

- Palmas Airport - Brigadeiro Lysias Rodrigues, located in the Municipality of Palmas, in the State of Tocantins;

- Petrolina Airport - Senator Nilo Coelho, located in the Municipality of Petrolina, in the State of Pernambuco;

- Imperatriz Airport - Mayor Renato Moreira, located in the Municipality of Imperatriz, in the State of Maranhão.

    PUBLIC HEARING
    Public Hearing Report
     
    On February 14, 2020, ANAC published the opening of public consultation for social participation in the process of the 6th round of airport concessions.  Granted again in blocks, the 22 airports are in the South, Central and North areas.
     
    On April 4th, 2020, ANAC published the report containing the contributions received in the Public Consultation, which submitted the Technical, Economic and Environmental Feasibility Studies (EVTEA) and the drafts of the Bidding Notice, Concession Contract and respective Annexes for consideration.  the concession for the expansion, maintenance and operation of the airports of the 6th Round.

    Most of the contributions were sent to through the electronic form made available by ANAC between February 15 and March 30, 2020, as well as in face-to-face sessions of Public Hearing held in Goiânia (GO), on March 2,  2020;  in Manaus (AM), on March 6, 2020;  in Curitiba (PR), on March 9, 2020;  and in Brasília (DF), on March 11, 2020.




    Public hearings were conducted by ANAC and had the participation of SNAC, the body responsible for EVTEA.

    PPI Roadshow
    In order to clarify doubts regarding feasibility studies, drafts of the Tender Notice and Concession Contract made available for public consultation, the Special Secretariat of the Investment Partnerships Program of the Ministry of Economy - SPPI, held in March the “Roadshow of the 6th Round of Airport Concessions ”, with airport operators, in individualized meetings with the government teams (SPPI, SNAC, ANAC and other government members).
     
    Requirements
    Like the 5th round of concessions, the 6th round proposes flexible regulation, compatible and proportional to the size of each airport in relation to fares, investments and quality of services. The requirement regarding the level of service will be consistent with the reality of each airport, without giving up a better service to the user.
     
    SOUTH BLOCK - The minimum initial contribution is R $ 516,278,067.20 (five hundred and sixteen million, two hundred and seventy-eight thousand and sixty-seven reais and twenty cents).
    NORTH BLOCK - The minimum initial contribution is R $ 43,736,988.96 (forty-three million, seven hundred and thirty-six thousand, nine hundred and eighty-eight reais and ninety-six cents).
    CENTRAL BLOCK - The minimum initial contribution is R $ 49,696,447.47 (forty-nine million, six hundred and ninety-six thousand, four hundred and forty-seven reais and forty-seven cents).
